Personally for my soldier i will never use any biotic / tech abilities. the cooldown penalty is pretty bad, so depending on how you build shepard that would hinder your playstyle.
mainly because of the nerf they gave all defensive abilities, fortification pretty much works like tech armor now. I agree with OP that fortification isnt as nearly effective as it used to be. they are helpful in some regard, but like shinobi said with your soldier it will be negating other amo mods and kind of just adds to the cluster of useless powers for a soldier (bring immunity back! )
Yes a lot of people do suggest warp or AP amo, personally i almost never switch amo powers. So I would say just use whatever power you want to use.
I looked around for a while trying to find which power would be the best for a Soldier Insanity run, and really didn't find anything helpful. Many people will say Warp Ammo, I think this isn't necessary.
